The price shown in a property listing is the starting point of a purchase budget in the Republic of Cyprus. Buyers may also need funds for VAT or transfer fees, legal work, valuation, a survey, mortgage costs and ongoing charges.

A mortgage in Cyprus is assessed against both the applicant and the property. The bank may use its own valuation rather than the agreed price. This guide covers resale and new-build costs; a Cyprus-qualified tax adviser, advocate and lender should confirm the figures for each transaction.

What should a complete property budget include?

Separate cash needed before completion from costs due at transfer and after ownership begins. When comparing Cyprus property listings, confirm whether the price includes VAT and whether the property is a first sale or resale.

A complete budget should account for:

  1. Before completion: the deposit, legal work, valuation, survey and mortgage-application costs.
  2. At completion: the remaining purchase price, applicable VAT or transfer fees, mortgage registration and other transaction charges.
  3. After purchase: insurance, communal or local charges, utilities, maintenance and repairs.
  4. Cash reserves: a possible gap between the agreed price and the bank’s valuation, plus unexpected work on the property.

How does a mortgage in Cyprus work?

The lender reviews affordability, income, obligations, source of funds, credit history, age and term, then checks the property and commissions a valuation. The Central Bank of Cyprus reported a 3.86% weighted average rate on new house-purchase lending for March 2026, published on 7 May. It combines different products and is not an individual offer.

  1. Request an affordability assessment.
  2. Provide identification, tax-residence, income, bank and source-of-funds records.
  3. Submit the selected property for valuation and legal review.
  4. Compare the rate basis, APR, term, fees, insurance and repayment conditions.
  5. Satisfy the formal offer conditions.

Can a foreign buyer obtain a property loan?

Foreign applicants can apply for loans for Cyprus real estate. Banks consider residence, immigration status, income country and currency, employment or business records, intended use, credit profile and compliance documents.

The loan-to-value ratio is product- and applicant-specific. If a property costs €300,000 but the bank values it at €270,000, a 60% illustrative LTV would produce a €162,000 loan. The buyer would need €138,000 plus transaction costs. This explains the calculation, not a lending offer.

When do transfer fees apply?

Transfer fees in Cyprus commonly apply to resale property where VAT is not charged on the same transfer. The DLS scale is 3% on the first €85,000, 5% from €85,001 to €170,000 and 8% above €170,000. A 50% reduction generally applies, subject to exceptions.

For a €300,000 resale, the scale produces €17,200 before reduction: €2,550, €4,250 and €10,400. The 50% reduction gives an illustrative €8,600. DLS may use its assessed market value if the declared price does not represent market value.

When does VAT apply to Cyprus property?

VAT is generally relevant to a new property supplied for the first time. The standard rate is 19%. When VAT is imposed on the same transaction, DLS transfer fees are not charged once the required confirmation is produced.

A 5% rate may apply to a qualifying primary and permanent residence. The main thresholds cover the first 130 m² of buildable area and value up to €350,000; total area and value must generally remain within 190 m² and €475,000. Eligibility, permit dates, transitional rules and allocation between 5% and 19% require a transaction-specific calculation.

What changed for stamp duty in 2026?

Law 239(I)/2025 repealed the previous Stamp Duty Laws from 1 January 2026. A document signed by all parties from that date is treated differently from one signed by at least one party by 31 December 2025.

The signing date matters because transitional treatment can apply to earlier documents. VAT, transfer fees, mortgage-registration fees and professional costs remain separate.

Which other purchase and ownership costs should be checked?

Legal costs in Cyprus, surveys and valuations are commercial fees rather than fixed property taxes. Confirm the scope, VAT and disbursements in writing. Finance may add an arrangement fee, valuation, insurance and DLS mortgage-registration fee. The DLS schedule lists registration at 1% of the mortgage amount, with rules for replacement mortgages and related cases.

Cyprus no longer has the former nationwide Immovable Property Tax. Municipal or community charges, sewerage, water, refuse fees, insurance, maintenance and common expenses can still apply. Rental income depends on the owner’s tax status, while Capital Gains Tax is usually a seller-side consideration.

How do costs differ by property type and location?

The tax mechanism depends more on the transaction than the district. Buyers comparing homes for sale in Cyprus should separate first sales from resales. Commercial property in Cyprus may require business-finance, lease and VAT analysis. Land for sale in Cyprus can add planning and technical studies. Request local charges and common expenses for the specific municipality or development.

What do two typical budgets look like?

Resale apartment for €300,000

Assume VAT does not apply and the 50% transfer-fee reduction is available. The illustrative fee is €8,600. Add legal and survey fees, finance costs, insurance, local or common charges and any gap between the price and bank valuation.

New apartment for €300,000

At 19%, VAT would be €57,000 if the €300,000 price excludes VAT and the entire value is taxable. Transfer fees would normally not apply to the same VAT-charged transaction. Reduced-rate eligibility, area, value and transitional status require confirmation.
